  Michigan Quality Rehabilitation Service Delivery Guidelines Finalized

We are pleased to report that the Michigan Quality Rehabilitation Service Delivery Guidelines have been finalized and are now ready for distribution. In 1998, the Michigan Rehabilitation Association had come to believe that reasonable insurance rehabilitation performance guidelines were long overdue, given increasing numbers of concerns from various parties in regard to service delivery abuses. It was felt that it was time for the professional rehabilitation organizations in the State to attempt to better "police themselves" by making all parties in the system aware of what they can reasonably expect in regard to appropriate insurance rehabilitation service delivery.

In July, 1998, representatives of the following organizations: MRA, MRCA, MASPPR, MiARP, CMSA-DC, AND DMAHON* came together to form the Coalition for Quality Rehabilitation Guidelines. The objective of the Coalition was to develop guidelines for the promotion of measurable and appropriate delivery of rehabilitation services in the State of Michigan. A number of examples of performance standards from other organizations were reviewed by the committee, and specific items from those documents were incorporated into the attached draft. There was no intention to "reinvent the wheel" and the committee adopted available language when appropriate. The expressed desire of the committee was to have a positive end-product which would help to facilitate a higher quality of service delivery.

Copies of the draft rehabilitation performance guidelines were distributed to a significant number of interested parties in the rehabilitation insurance community for review and reply. The replies that were received were almost totally in support of the guidelines. Suggested additions/modifications/deletions in the draft language were carefully considered by the committee and adopted when it was determined that the recommended changes would improve the guidelines. The guidelines are not "chipped in stone". They represent a starting point, and are designed to be reviewed periodically and updated as needed.

The coalition guidelines have been formally adopted by five of the participating Coalition members. In addition, the Michigan Occupational Therapy Association and the Michigan Self Insurers' Association have endorsed the guidelines. In April, 2001 the Workers' Compensation Section of the State Bar of Michigan endorsed the guidelines. The published guidelines are being made available to all interested parties. The Coalition has been advised that this the first such undertaking of its kind in the U.S.

The Coalition members and the endorsing organizations trust that the new guidelines will help to facilitate a higher quality of insurance rehabilitation service delivery in the State of Michigan.
