Members include Rehabilitation Counselors, Rehabilitation Counselor Educators, Researchers in Rehabilitation Counseling, Students in Training and Support Personnel to Rehabilitation Counselors

The Rehabilitation Counselors and Educators Association strives to accommodate the professional interests and needs of all rehabilitation counselors, regardless of their work setting or job title. The Rehabilitation Counselors and Educators Association also dedicates itself to the pursuit of self-fulfillment of all persons with disabilities, providing opportunities for students to participate in professional activities and to interface with experienced practitioners in the field of rehabilitation.

RCEA Update:
February 16, 2006

Dear NRA Board Members and State Leaders:
We would like to update you on the progress of the NRA Counseling Division.

The division officially has a name: it is the NRA Rehabilitation Counselors and Educators Association (RCEA). Dues have been set at a value-packed $45 per year. We have surveyed the members, and will be sharing the results with the RCEA membership soon. Also in process are development of the RCEA by-laws and a slate of board member candidates for the upcoming election.

Other exciting news is that the division is in the process of developing an editorial board and will be publishing a Journal designed with relevant articles to interest counselors, educators, and all of the RCEA members. Committees are also being formed to facilitate other work of the division. RCEA is also developing exciting NEW training opportunities for the membership on current topics of interest to its membership.

We are most enthusiastic about something new - the line of communication which has opened up between RCEA members and leadership. We have heard your ideas, concerns, and requests and we think you will like the response. We told you we would keep you informed of our progress; we will continue to do so.

We have received questions from some members about how state units will make the transition to RCEA. Attached are some guidelines to clarify that process and make it consistent.

We recognize that state chapters and state divisional units are the backbone of the association, and it is important for you to have the organizational and marketing tools to keep your state division unit growing and viable. One of those tools has always been the NRA Awards program. RCEA will participate in this awards program, and encourages each state divisional unit to seek nominations for the RCEA Counselor of the Year, RCEA Citation Award, and RCEA Distinguished Service Award. State divisional unit winners should be submitted to Regional Awards committees. If there is no active regional committee in your area, please submit to the national awards chair. The national awards chair will be listed on the RCEA webpage soon, along with the RCEA awards criteria and nomination forms. Regional awards will be selected through their normal process, and regional winners will be submitted to the national awards chair. National winners will be recognized at NRA's annual training conference scheduled for November 9-12, 2006 in Orlando, Florida.

RCEA plans to continue to honor those professionals who have received the Rank of Fellow, and will consider future nominations of colleagues who may be eligible for this prestigious distinction.

RCEA continues to take advantage of the training and services provided by NRA. We are looking forward to seeing as many of you as possible at the Governmental Affairs Seminar, March 12-14, 2006 in Alexandria, VA.

MAKING THE CONVERSION: CROSSWALKING FROM NRCA TO RCEA
As you know, the NRCA has chosen to be independent of NRA and a new division, the Rehabilitation Counselors and Educators Association, or RCEA, has been established within NRA. Members of the old NRCA will be able to choose to belong to RCEA, NRCA, both or neither. We are working hard to make the new RCEA their preferred choice!

In order to efficiently transition your state?s division from the former NRCA to the new RCEA division, please take the following actions, noting that to avoid confusion and make further distinction, we are calling RCEA state entities ?units.?

Edit your constitution and bylaws to change references from NRCA to RCEA.

Similarly, change references from the state NRCA branch to the state RCEA unit in your chapter?s constitution and/or bylaws that make reference to NRA?s counseling division, e.g., if the president of the state branch of NRCA is required to fill a specified board seat, change it to the president of RCEA.

State NRA chapter and RCEA unit board members must be members of NRA, as verified by the national office. Fill vacancies as specified by your bylaws/constitution.

Hold elections normally as scheduled.

Chapter meetings, unit meetings, conferences, awards and recognitions will continue to be made as usual. The only thing that will change is the name of the NRA counseling division from NRCA to RCEA.
