The purpose of the Leadership Institute and Breakfast is to:

ƒÞ Achieve a better understanding of the organizational structure of NRA
ƒÞ Understand the role and responsibilities of the NRA National Office
ƒÞ Learn about your role and responsibilities as the leader of an NRA Chapter, Division or Region
ƒÞ Gain a better understanding of NRA's national advocacy efforts and how they affect you
ƒÞ Build collaborative partnerships and relationships with other NRA volunteer leaders; and
ƒÞ Enhance your opportunities for networking and the sharing of information and strategies for successful partnerships and alliances

¡§Legislative Advocacy 101¡¨: The People's House and Senate Governmental Affairs Committee Co-Chairs and Patricia Leahy, Director of Governmental Affairs and Public Policy

Patricia Leahy will discuss her 18 year experience on Capitol Hill and the three 'Rs' of successful advocacy: Relationships; Results; and Return on Investment.

Legislative Committee Co-Chairs, Members of the Governmental Affairs Committee and Patricia Leahy will present on NRA's 2007 Position Papers and Principles to Reauthorization of the Rehabilitation Act of 1973, as amended (should the Workforce Investment Act (WIA) not become law this year).

8:30 a.m. to 9:15 a.m. Patricia Leahy will discuss legislative strategies for securing additional, deserved dollars for all Titles of the Rehabilitation Act with an emphasis on Titles I (the formula grant program) and Title III.

Aaron Bishop, Director of Disability Policy to the Chairman of the Senate Health, Education, Labor and Pensions Committee (HELP) Committee, Senator Mike Enzi (R.WY.)

Ms. West-Evans will discuss new and exciting developments in the enormously successful VR Business Network for both consumers and businesses.

12:00 p.m. to 2:00 p.m. NRA CONGRESSIONAL LUNCH AND PRESENTATION OF 'LEAD ON' AWARDS

The Congressional Buffet and Awards Ceremony will be held in the Rayburn House Office Building's Banquet Rooms B-339 and B-340.

2:00 p.m. to 4:00 p.m. Appointments with Representatives and Senators resume

This year, we have secured Room 121 Cannon House Office Building from 3:00 p.m. until 5:00 p.m. for a Wrap-up Session. For those members who conclude their Hill visits with their respective Members of Congress before 4:00 p.m., this room will be available to you beginning at 3:00 p.m.

As with past Legislative Summits, we encourage you to make appointments with your respective Members of Congress and others, as appropriate, as early as possible to ensure your access to Members and staff.

Because 2006 is a midterm election year, you may want to make your appointments after the midterm election which occurs on November 7, 2006.

In a midterm election year, all 435 Members of the U.S. House of Representatives are up for re-election or election, as well as one-third of the Senate.

Additional information on the 2007 Legislative Summit (including Registration) will be forthcoming in a few weeks.

The Legislative Summit Draft Program is subject to change.

We look forward to seeing you at the National Rehabilitation Association's 26th Annual Legislative Summit which promises to be a very exciting and exhilarating experience with a new Congress, a new agenda (perhaps new WIA bills) and very possibly, as in many elections, many new faces.
