Legislative Update on NRA's Legislative Summit

To: Members of the Legislative Network
From: Patricia Leahy, Director of Governmental Affairs

For those who read on the run, this Washington Wire deals with two issues: An update of the Congressional Panel Participants (some of whom may present individually given time constraints of Hill staff) for the National Rehabilitation Association's 26th Annual Legislative Summit; and a brief, very general legislative update.

The National Rehabilitation Association's 26th Annual Legislative Summit will begin on Sunday, March 11, 2007, continue on Monday, March 12, and will culminate with NRA's Day on the Hill on Tuesday, March 13, 2007. The Summit will be held at its usual place, the King Street Alexandria Hilton Hotel, which is across the street from the King Street Metro in beautiful Old Town Alexandria, Virginia.

We are very pleased to announce that all four Capitol Hill staffers whom we invited to present at our Legislative Summit have graciously accepted our invitation.

Among the issues to be discussed at the Summit will be the reauthorization of the Workforce Investment Act (WIA) with an emphasis on Title IV (the progams administered under the Rehabilitation Act of 1973, as amended), the interaction between Individuals with Disabilities Education Act (IDEA) and the No Child Left Behind legislation, the latter of which is due to be reauthorized this year, the reintroduction of the Mental Health Parity Act (formally known as the Paul Wellstone Mental Health Equitable Treatment Act) and perhaps other issues of importance to our community.

The Congressional staff who have graciously accepted our invitation to present at our Legislative Summit are:

Connie Garner (Confirmed) Aaron Bishop (Confirmed)

Democratic Policy Director for Professional Staff

Disability and Special Needs Disability Policy

Populations The Senate HELP Committee

The Senate HELP Committee (Ranking Member Mike Enzi)

(Chairman Edward Kennedy)

Theda Zawaiza (Confirmed) Brad Thomas (Confirmed)

Senior Disability Policy Advisor Professional Staff Member

The House Education and The House Education and

Labor Committee Labor Committee

(Chairman George Miller) (Ranking Member Howard 'Buck' McKeon)

At this time, neither the Senate nor House WIA bill has been reintroduced, although we anticipate the Senate bill to be reintroduced shortly and we believe will enjoy bipartisan support.

We are advised by reliable Hill sources that the Mental Health Parity Act will be reintroduced very shortly in the Senate and will enjoy bipartisan support.

The Medicaid Community-Based Attendant Services and Supports Act (MiCASSA) has not been reintroduced to the best of our knowledge at this time, but we are anticipating the reintroduction of this important legislation to occur in the Senate during this First Session of the 110th Congress and we believe will enjoy bipartisan support
